Subject: This United States Congressman
IS a friend to veterans.
Actually,
Mr. Cunningham, he is a friend to veterans. I know, I have seen first-hand what he is doing since I joined his staff
in April, on my return from active duty in Baghdad.
Contrary to the rhetoric,
Chairman Buyer is increasing the influence of veterans groups by getting their views on the budget and legislative agenda
early, instead of the way it has been done -- after the budget is already developed. We will hold full hearings of the
House Committee on Veterans' Affairs, but they will be earlier. It is true that we will no longer hold joint hearings
and we look forward to the Senate also holding hearings that are scheduled to increase the relevancy of your views.
Chairman Buyer in June
discovered the problem with VA's poor budget forecasting ability and initiated the legislation that ultimately produced $1.5
billion in additional funds for fiscal year 2005. VA will roll over about $1.14 billion of that funding into 2006, and
we will ensure VA is adequately funded for 2006.
If you support the partnership
between VA and state veterans nursing homes, you may consider the support Chairman Buyer provided in getting funding for it
re-inserted in the budget . . .
If you applaud the increase
in SGLI and VGLI coverage from a maximum of $250,000 to $400,000, you might also consider his leadership on that legislation.
Chairman Buyer supported
VA's decision yesterday to stop its review of 72,000 PTSD decisions.
If you think it is unacceptable
that, four years after the start of Operation Enduring Freedom, returning servicemembers still do not have a "seamless" transition
between the military and VA for healthcare and benefits, you may be appreciative of the attention Chairman
Buyer is giving the issue -- to the discomfort of some in the Pentagon and VA -- and the progress that will result.
I'd be happy to discuss
other reasons why I say Chairman Buyer is a friend of veterans, and I welcome your call.
Please accept my best
regards and hopes for a peaceful and happy Veterans Day. Please also accept my belated regards on the occasion
of the Marine Corps' 230th birthday yesterday. Thank you and others on this email for your service to our nation.

The Honorable Steve Buyer, Chairman
House Veterans' Affairs Committee
335 Cannon House Office Building
Washington, D.C. 20515-6335
Dear Mr. Chairman:
We read with deep disappointment your press announcement detailing your ideas of reforming the hearings schedule for
the Second Session of the 109th Congress and eliminating the joint hearings before the House and Senate Veterans’ Affairs
Committees by our National Commander, which has been a valued and meaningful tradition dating back to at least the 1950’s.
The elimination
of this invaluable tool is an affront to veterans’ rights to fully engage and participate in the democratic process
and inform members of Congress, who have jurisdiction over veterans’ programs, about the critical issues affecting our
nation’s disabled veterans. Eliminating these joint hearings is an insult
to the brave men and women who have served, fought, sacrificed, and died to protect our way of life and our cherished freedom.
The 1.3 million
members of the DAV strongly urge you to reconsider your decision to cancel these joint hearings.
If the Committee is determined to hold a series of Full Committee and subcommittee legislative and oversight hearings
to deal with legislative and budgetary priorities, in lieu of the joint hearings, we suggest the following topics be addressed
as the Committee’s highest priorities:
- A hearing on reforming the Department of Veterans Affairs (VA) discretionary budget-appropriations
process, focused on the several bills that have been introduced in the 107th, 108th, and 109th Congresses to address the chronic
under-funding of VA health care. For further reference see our letter of September 8, 2005.
- A hearing to consider the views of the Independent
Budget Veterans Service Organizations (IBVSOs) concerning funding needs of the VA for fiscal year 2007. The IBVSO Critical Issues Report will be issued shortly and
could form a basis for this hearing. Your pronouncement that the IB projections
form the most accurate budgetary needs of VA support this suggestion.
- A hearing to explore the disconnection between the current budget formulation
exercise within the Executive Branch and the true needs for VA health care funding, vividly displayed earlier this year by
the need to provide $1.5 billion in emergency supplemental appropriations for fiscal year 2005, and to amend the fiscal year
2006 budget with an additional $1.977 billion.
- A hearing on the management of VA health care, focused on its internal resource
allocation and management systems, management of waiting lists, allocation of executive bonuses and the validity of their
justifications given the current state of the system, and privatization policies in the VA health care system that may affect
the quality of care.
- A hearing on the adjudication claims backlog, management decision-making affecting
that backlog, and the level of new budgetary resources required to begin to effectively reduce that backlog to an acceptable
minimum.
- A hearing on claims processing accuracy, the timeliness of claims processing
and the quality in claims adjudication, as well as the timeliness and accuracy of appellate decisions by the Federal Court
for Veterans Claims.
- A hearing to examine the reasons behind maintaining vacancies in a variety of
key Central Office executive positions and the effect of those vacant positions on operations of a number of programs in VA
field facilities.
- A hearing to determine whether the existing level of personnel staffing in functions
in the VA headquarters is sufficient to effectively manage the plethora of activities occurring in the VA health care system
(VACO VHA positions are now only a fraction of their numbers twenty-five years ago).
- A hearing to examine the effectiveness of the current configuration of Veterans
Integrated Service Networks (VISN). These networks have been in place unchanged
and unexamined, for ten years, without essential oversight from Congress.
We would appreciate your scheduling of these hearings early enough in the second session of the 109th Congress, with
testimony from veterans service organizations, the Department of Veterans Affairs and other witnesses, to help you provide
sound recommendations to the Budget Committee and the House Leadership concerning the proper course to follow with respect
to a budget for veterans benefits and services for fiscal year 2007, as well as a sound legislative strategy for the benefit
of America’s veterans.
We appreciate your assistance in meeting these needs.
Sincerely,
DAVID W. GORMAN

Based on valid information, if the VA needs to do investigations
for fraud on certain individuals, they should and must continue. But to do an across the board 72,000 disabled
vet review would be a waste of time and a huge waste of needed for other things personnel. However, the most important
thing would be the unnecessary, disability exacerbation of so many honorable veterans. Which borders on violating civil
rights.
The VA has listened to
America. (And the VA & politicians especially listened to the proud Americans, who are active on the
internet.)
A heart-warmed "Thank
You" to everyone who helped change the minds of the politicians, who thought this was a good idea.

Subject: No PTSD Review -- VA Secretary
VA's Hometown News Service The following was provided by the Hometown
News Service of the Department of Veterans Affairs: No Across-the-Board Review of PTSD Cases - Secretary Nicholson
WASHINGTON
(Nov. 10, 2005) - The Department of Veterans Affairs (VA) will
not review the files of 72,000 veterans currently receiving disability compensation for post-traumatic stress disorder,
the Department's secretary announced today.
On May 19, 2005, VA's Inspector General reported on an
examination of the files of a sample of 2,100 randomly selected veterans with disability ratings for post-traumatic
stress disorder (PTSD). The IG cited insufficient documentation in the files and a dramatic increase in veterans
filing for disability compensation for post-traumatic stress disorder since 1999.
"We have now just completed our own careful review of those 2,100 files cited in the IG's report,'' said
the Honorable R. James Nicholson, Secretary of Veterans Affairs. "The problems with these files appear to be administrative
in nature, such as missing documents, and not fraud."
"In the absence of evidence of fraud, we're not going to
put our veterans through the anxiety of a widespread review of their disability claims,'' Nicholson said. "Instead,
we're going to improve our training for VA personnel who handle disability claims and toughen administrative oversight."
"Not
all combat wounds are caused by bullets and shrapnel," Nicholson added. "We have a commitment to ensure veterans with PTSD
receive compassionate, world-class health care and appropriate disability compensation determinations."
